WIFI4EU<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>, la iniciativa estrella del Presidente Juncker para nuestro Sector, tiene como objetivo proporcionar cobertura WiFi a alrededor de 8.000 locales p\u00fablicos, desde bibliotecas a centros de salud, gestionado unas 50 millones de conexiones diarias, todo ello financiando por fondos p\u00fablicos, que cubrir\u00e1n la instalaci\u00f3n de la red y los equipos que la componen. S\u00f3lo tres meses despu\u00e9s de su presentaci\u00f3n en sociedad<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a>, las autoridades comunitarias ya le han dado su respaldo oficial y definitivo<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a>.<\/p>\n<p style=\"text-align: justify;\">Un plan, a priori, loable, pero desde <strong>UGT Comunicaciones<\/strong> nos preguntamos: \u00bfse trata de una actuaci\u00f3n realmente prioritaria? \u00bfEs un plan realmente adecuado para las necesidades que tenemos? \u00bfTiene una dotaci\u00f3n presupuestaria acorde con los objetivos que persigue?<\/p>\n<p style=\"text-align: justify;\">Desde nuestro punto de vista, la respuesta a estas preguntas es com\u00fan: no. El plan WIFI4EU es un error, un gasto innecesario e incoherente, de marcado car\u00e1cter propagand\u00edstico, que ni llegar\u00e1 a los objetivos que pretende ni servir\u00e1 para acabar con la Brecha Digital que existe en Europa.<\/p>\n<p style=\"text-align: justify;\">La iniciativa WiFi4EU yerra tanto en el fondo como en la forma<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>. As\u00ed, si lo que se pretende es dar cobertura de WiFi p\u00fablico y gratuito a los centros p\u00fablicos, 120 millones de euros de presupuesto para toda la Uni\u00f3n es una cifra claramente insuficiente; casi residual por no decir rid\u00edcula. Con tal presupuesto ser\u00e1 imposible proporc<img decoding=\"async\" class=\"alignright wp-image-1290 size-medium lazyload\" data-src=\"http:\/\/ugtcomunicaciones.es\/wordpress\/wp-content\/uploads\/2017\/04\/wifi4eu-300x219.png\" alt=\"\" width=\"300\" height=\"219\" data-srcset=\"https:\/\/www.ugtcomunicaciones.es\/wordpress\/wp-content\/uploads\/2017\/04\/wifi4eu-300x219.png 300w, https:\/\/www.ugtcomunicaciones.es\/wordpress\/wp-content\/uploads\/2017\/04\/wifi4eu-768x561.png 768w, https:\/\/www.ugtcomunicaciones.es\/wordpress\/wp-content\/uploads\/2017\/04\/wifi4eu-575x420.png 575w, https:\/\/www.ugtcomunicaciones.es\/wordpress\/wp-content\/uploads\/2017\/04\/wifi4eu-640x467.png 640w, https:\/\/www.ugtcomunicaciones.es\/wordpress\/wp-content\/uploads\/2017\/04\/wifi4eu-681x497.png 681w, https:\/\/www.ugtcomunicaciones.es\/wordpress\/wp-content\/uploads\/2017\/04\/wifi4eu.png 812w\" data-sizes=\"(max-width: 300px) 100vw, 300px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 300px; --smush-placeholder-aspect-ratio: 300\/219;\" \/>ionar WiFi a los cientos de miles de centros de salud, bibliotecas, ayuntamientos, parques p\u00fablicos y un largu\u00edsimo etc\u00e9tera de lugares comunitarios que pueblan la Uni\u00f3n Europea. Por tanto, lo que acabar\u00e1 ocurriendo es que, de nuevo, unas pocas ubicaciones afortunadas, o simplemente m\u00e1s \u00e1giles administrativamente, podr\u00e1n solicitar las ayudas y obtendr\u00e1n su WiFi gratuito y p\u00fablico. Mientras, la mayor\u00eda de los centros p\u00fablicos de Europa no acceder\u00e1n a dichas ayudas, porque no hayan sido lo suficientemente despiertas para pedir r\u00e1pidamente estos fondos, o porque cuando lo hayan hecho, ya se hayan consumido. Resultado: m\u00e1s diferencias, m\u00e1s Brecha.<\/p>\n<p style=\"text-align: justify;\">Pero quiz\u00e1s este no sea la cuesti\u00f3n m\u00e1s peliaguda: desde el punto de vista del fondo, no podemos compartir que se destine dinero p\u00fablico para que las administraciones ofrezcan una conexi\u00f3n limitada en velocidad y cobertura<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a>, mientras existan miles de personas sin conectividad por falta de recursos econ\u00f3micos o de cobertura de redes de \u00faltima generaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Si se entra al detalle, la rentabilidad del proyecto se pone a\u00fan m\u00e1s en cuesti\u00f3n. Por ejemplo, el dispositivo m\u00e1s usado para acceder a Internet es el m\u00f3vil, en casi un 80% de los casos<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a>.\u00a0 Si de este porcentaje, 3 de cada 4 l\u00edneas m\u00f3viles en Espa\u00f1a tienen servicios de banda ancha<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a>, \u00bfqu\u00e9 p\u00fablico objetivo y real tiene el WIFI4EU? El de personas que posean un ordenador port\u00e1til \u2013obviamente un PC de sobremesa no sirve- y que se desplacen a estos lugares.
