La Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos\u200b (OCDE) vuelve a incidir, como ya lo ha hecho ya en varios informes precedentes, en c\u00f3mo el impacto de la digitalizaci\u00f3n del trabajo puede acabar destruyendo cientos de miles de empleos. En esta ocasi\u00f3n, su an\u00e1lisis (Job Creation and Local Economic Development<\/em>1<\/a><\/sup>
https:\/\/www.oecd-ilibrary.org\/employment\/job-creation-and-local-economic-development-2018_9789264305342-en<\/a> <\/span> se centra en el componente territorial y en c\u00f3mo el proceso de transformaci\u00f3n digital tendr\u00e1 una afectaci\u00f3n diferente en virtud de d\u00f3nde se reside.<\/p>\n\n\n\n

El estudio analiza los mercados de\ntrabajo por regiones, categoriz\u00e1ndolas por los riesgos de automatizaci\u00f3n de sus\nempleos. El caso de Espa\u00f1a es paradigm\u00e1tico en lo negativo, mostrando\nfort\u00edsimas diferencias entre Comunidades Aut\u00f3nomas. De hecho, de todos los\npa\u00edses analizados, nuestro pa\u00eds es el que existir\u00eda un mayor desequilibrio\nentre territorios, con un diferencial del 12% de empleos en riesgo de\ndestrucci\u00f3n entre CCAA, un porcentaje mucho mayor que Italia (3%), Alemania\n(4%) o Francia (6%).<\/p>\n\n\n\n

Seg\u00fan la OCDE, los \u00edndices de empleos en riesgos de\nautomatizaci\u00f3n var\u00edan desde el 27% de Murcia al 15% de Castilla La Mancha, con\nmuchos territorios por encima del 20% de puestos de trabajo susceptibles de ser\nsustituidos por m\u00e1quinas.<\/p>\n\n\n\n

Adem\u00e1s, el informe divide las 17 CCAA en cuatro categor\u00edas:\naquellas que crean empleo y aquellas pierden empleo, y en ambos casos, si dicho\nempleo es m\u00e1s o menos automatizable. <\/p>\n\n\n\n

Bajo esta metodolog\u00eda, la OCDE\nse\u00f1ala que Arag\u00f3n, Andaluc\u00eda y Murcia son las CCAA que han creado empleo con\nmayor riesgo de automatizaci\u00f3n, lo que pone en severo riesgo de sostenibilidad\nfutura a estos puestos de trabajo. Dichos empleos se ubican en los sectores de\nla construcci\u00f3n, transporte y manufactura y destacan por su elevada\nprecarizaci\u00f3n, temporalidad, baja cualificaci\u00f3n y parcialidad.  Mientras, Castilla La Mancha y Castilla Le\u00f3n\nno s\u00f3lo ha destruido empleo neto, sino que dicho empleo ten\u00eda un menor riesgo\nde maquinizaci\u00f3n (sector de la Ense\u00f1anza; puestos gerenciales), lo que empeora sensiblemente\nla calidad de sus mercados de trabajo <\/p>\n\n\n\n

En el otro extremo, estar\u00edan\nValencia, Baleares y Canarias, que han creado empleo con un menor coeficiente\nde maquinizaci\u00f3n, y en menor medida, Galicia, Asturias, Cantabria, Euskadi,\nNavarra, La Rioja, Madrid, Extremadura y Catalu\u00f1a que, aun perdiendo empleo, se\ntrata de puestos de trabajo con un alto componente de digitalizaci\u00f3n a corto y\nmedio plazo.<\/p>\n\n\n\n

UGT<\/strong> exige medidas\nurgentes para paliar las consecuencias negativas de la maquinizaci\u00f3n del\ntrabajo. Es imprescindible desarrollar pol\u00edticas de desarrollo territorial ad hoc<\/em>, con planes de acci\u00f3n dirigidos y\nacomodados a la idiosincrasia y a la problem\u00e1tica de cada regi\u00f3n, en funci\u00f3n de\nsus fortalezas y debilidades. Sin lugar a dudas, los actores locales y\nauton\u00f3micos son fundamentales para confeccionar planes espec\u00edficos,\nespecialmente en t\u00e9rminos formativos, educativos y de reciclaje profesional.<\/p>\n\n\n\n

Para UGT<\/strong> la cohesi\u00f3n social y\nterritorial debe ser una prioridad para todos los estamentos p\u00fablicos. Debemos\nanticiparnos a las consecuencias negativas de la transformaci\u00f3n digital desde\nuna \u00f3ptica global, pero atendiendo a las caracter\u00edsticas locales, y para\nconseguirlo, es preciso articular medidas coordinadas entre todas las\nAdministraciones P\u00fablicas.
